- Story Text: Brazilian Minister of Defence, Celso Amorim, and Minister of Justice, Jos�Eduardo Cardozo, held a conference in Brasilia this Friday afternoon (May 23) to present the details of the national security plan for the World Cup beginning in 20 days.
The event will take place in twelve cities throughout Brazil between June 12 and July 13, and a regional plan has been elaborated to assure full security in these regions.
"We have created an overall plan, made up of detailed plans for each region. Within these, there is a clear distribution of responsibilities between the particular authorities and security forces. We have absolute conviction that the this structure will prove effective during the World Cup, especially in light of the efficiency our public security forces have shown historically," Cardozo explained.
Amorim stressed the importance of integration between the forces, both between departments and regions.
"One of the most important factors in relation to the World Cup is the total integration of our forces. We used to speak of coordination, but really it is a matter of integrating our security forces," said Amorim.
In order to monitor security, contact will be permanently maintained between the hosts cities and the Centre of Command and National Control, based in Brasilia.
For this communication to be maintained in real time, 55 wide screen televisions, each measuring 55 inches, and 2,020 security cameras have been installed in administrative centers throughout the capital.
The plan involves special operations in strategic areas such as security, health, transport, urban mobility, support for tourists, cyber-security, and protection of infrastructure and essential services such as water and energy.
The airports will receive heightened security and an airspace of four nautical miles around particular stadiums will be closed three hours before and four hours after the matches.
Certain zones will be policed 24 hours a day, including bus stations, the FIFA Fan Fests and areas of touristic interest.
Security inside the stadiums will be led by the stewards employed by FIFA, and the military police will only intervene in extreme cases.
The ministers were questioned as to whether the delegations would receive equal protection.
"All of the delegations will receive adequate protection, without exception. Clearly, if we receive intelligence that one of the teams is receiving a particular threat, then they will receive additional protection," responded Amorim.
The delegations will be escorted in every journey by 192 Federal Police agents.
They will also be accompanied by Federal Police agents who will sleep in the same hotels and travel with them in the same vehicles, a protocol which was used during the Confederations Cup and will be repeated on a larger scale.
Security concerns for the World Cup were raised in the wake of violent protests during the Confederations Cup last year, and a resurgence of demonstrations in the last few weeks.
Cardozo responded that the protests will not reach the same scale as was seen last year during the Confederations Cup, but said that the security forces are prepared for any possible situation.
"We are aware of the possibility of further protests, but we do not believe that these will reach the same scale as those we have seen previously.
