- Story Text: The Portuguese Foreign Minister Paulo Portas visited Tripoli on Tuesday (March 20) meeting the head of the National Transitional Council (NTC) Mustafa Abdul Jaleel.
Portas said with a new constitution and elected government conditions would be right for Libya to stabilise.
"Libya is going to have an elected government, it's going to build institutions and it's going to create -- to write a new constitution -- a constitution I would say. So with an elected government, with a parliament with democratic legitimacy and with a constitution, you have all the conditions to stabilise Libya."
