- Story Text: WINDHOEK, NAMIBIA Sam Nujoma, who is set to become Namibia's first president, said on Wednesday his party is ready to begin drafting a constitution with help from political rivals so they can declare independence from South Africa as soon as possible.
Nujoma's South-West Africa People's Organisation (SWAPO)was declared the winner Tuesday of pre-independence elections receiving 57 percent of the vote.
The United Nations (UN) chief representative in Namibia, Marrti Ahtisaari, in charge of over 7,000 peacekeeping forces monitoring the transition to independence, on Tuesday declared the elections free and fair in accordance with UN Resolution 435 of 1978.
Nujoma said that SWAPO will pursue a mixed economy, welcomes foreign investors and wants good relations with both East and West. He has repeatedly urged the 75,000 whites in Namibia to remain and help develop the emerging nation.
SWAPO, which waged a 23-year guerrilla war against South African rule of the territory, will have 41 of the 72 seats in the assembly. Since at least 48 of the 72 members must approve decisions by the assembly SWAPO will have to bargain with some of the five other parties . The Democratic Turnhalle Alliance, that ran civil administration under South African rule, has 21 seats.
