This is why the government and the National Defence Council has reached the conclusion of the necessity to build up a sort of network, anti-aircraft missile network, covering the whole territory of Lebanon. We have appealed to all Arab countries to help Lebanon to build this network. We have received one offer from Libya. This offer is being seriously considered by a special committee from the Ministry of Defence. We would welcome any other Arab help in this step, but we are determined this time not to let things go, and to give Lebanon the means to defend itself."

INTRODUCTION: Following the Israeli bombing raids on Beirut last month, the Lebanese government is considering the offer of the Libyan Jamahiriyah to provide an air defence system. Colonel Gaddafi's offer dates from 1972, but the Lebanese have never taken it up before.
SYNOPSIS: The controversial plan has already been attacked by leaders of Lebanon's Christians. But the government is interested in such offers from any Arab state, according to Minister of Tourism Marwan Hamadeh.
