- Story Text: INTRODUCTION: Uganda's 49-year-old opposition leader Paulo Ssemogerere met West German Deputy Foreign Minister Frau Hildegard Hamm-Bruecher in Bonn on Thursday (22 October). The Ugandan leader, who was accompanied by his wife and other members of his party, was the guest of the Konrad Adenauer Foundation.
SYNOPSIS: Mr. Ssemogerere risked detention or worse recently when he publicly alleged that the Ugandan army was conducting a campaign of genocide in the Kampala area and West Nile. He blamed the government of Milton Obote for a wave of murder, rape and looting. President Obote returned to power last December when his Uganda's People's Congress won a controversial election, which Mr. Ssemogerere's opposition party claims was rigged. His Democratic Party officially won 51 seats out of 126.
President Obote's party won 74 seats. Mr. Ssemogerere said he was convinced his party had won at least 70 of the seats. His recent attack on President Obote has increased his support among the Baganda people who make up about a quarter of Uganda's 13 million population.
