COMPANY MANAGER, FUTOSHI KONDO, SAYING: "I wonder how effective steps like (sanctioning) coal are. Unless we control all sorts of channels, there will still be an alternative source of money (for North Korea) and we can't stop that." PEOPLE CROSSING STREET (SOUNDBITE) (Japanese) 36-YEAR-OLD MANUFACTURING COMPANY SALESMAN, NAOKI CHINONE, SAYING: "Just bullying them (North Korea) doesn't lead too much. At some point, we need to accept their demands and have them accept our demands too, and start negotiations." PEOPLE WALKING TO CROSS STREET (SOUNDBITE) (Japanese) 29-YEAR-OLD FLUTE TEACHER, YUKI FUJIWARA, SAYING: "I think rather than relying on politicians or other people, it would be better if regular North Koreans and regular Japanese people became more friendly towards each other." However, if China doesn't fully join in, it's meaningless. The U.S. should make China participate. The most effective way is to ban oil exports to the North. Otherwise, it doesn't mean anything (to North Korea)." PEOPLE WALKING ON STREET PEOPLE SITTING IN SHADE (SOUNDBITE) (Korean) 29-YEAR-OLD SOUTH KOREAN RESIDENT, LEE HYE-SU, SAYING: "I think the new sanctions are effective as the U.N. has adopted a tough resolution. Since I was a child, I have been looking forward to peace on the Korean peninsula." TRAFFIC ON STREET

- Story Text: On the streets of South Korea and Japan's capitals on Monday (August 7), most residents expressed doubt that new United Nations sanctions imposed on their North Korean neighbour will be effective.
The United Nations Security Council unanimously imposed sanctions on North Korea on Saturday (August 5) that could slash its $3 billion annual export revenue by a third.
Japan's top government spokesman, Yoshihide Suga, praised the U.N.'s latest moves as "powerful" but few people in Tokyo and Seoul were sure they were the best way forward.
The U.S.-drafted resolution bans North Korean exports of coal, iron, iron ore, lead, lead ore and seafood following Pyongyang's two intercontinental ballistic missile tests in July. It also prohibits countries from increasing the current numbers of North Korean labourers working abroad, bans new joint ventures with North Korea and any new investment in current joint ventures. - Copyright Holder: REUTERS
