The Iraqi and Kosovo crisis have fully demonstrated that the willful use of force, especially unilateral actions without authorisation of the council, will not only severely damage the credibility and authority of the council but also further complicate the situation" 3.27 7. The council set exacting and reasonable standards in resolution six eight seven and Iraq must meet the standard. The U.S. will support no resolution that alters that principle. This omnibus resolution commits the Security Council to take certain steps if there is compliance from Iraq and again there is no lack of clarity in this resolution about the sequence of events. Iraq compliance must preceed all else as the Security Council has stated on the many resolutions on arms control in Iraq since Iraq's brutal invasion of Kuwait in 1990" 4.22 9.
