But now in the 1970's, Sydney's and indeed Australia's best-known beach has shocked them again. The decision to allow topless women on Bondi was really forced on Waverly Council. In fact the women have been doing it for years. The only difference now, is beach inspectors won't be obliged to ask the basking beauties to cover up. The publicity surrounding the decision on doubt boosted the numbers at Bondi today. But for the regular sun-barkers, well it was no big deal. SEQ. 9: WOMAN: "Ive been doing it all the time. We come down all the time." PENFOLD: "What about when sometimes you see a bit of a crowd up here on the hil? Does that worry you?" WOMAN: "Not really. They wouldn't be normal if they didn't like a little bit of a look, would they?" PENFOLD: "Around the corner at St Patrick's Catholic Church, Father James O'Reilly is angry about the decision. He and his parishioners gathered the names of several hundred people who didn't like what was going on at Bondi." SEQ. 11: O'Reilly: "I think it is wrong when it is offensive to so many people." PENFOLD: "Back on the beach, everyone was enjoying their new freedom. The inspectors too are happy that they can get back to more important duties.
