Salisbury, the Rhodesian capital and the office of Prime Minister Ian Smith where on Thursday Mr. Smith and African nationalist leader Joshua Nkomo agreed to seek a settlement through a constitutional conference. The discussion was the fifth meeting between the two sides. They have drawn up an agenda for the constitutional conference. However, again there is a general air of pessimism about the conference. According to observers in Salisbury, few people believe it will succeed in forming a solution acceptable to both sides. Mr. Nkomo arriving for the pre-constitution talks....On the central issue of black government, Mr. Nkomo has insisted he wants black majority rule now. Mr. Smith has declared once again that immediate majority rule in unacceptable.
