The question is not the fact that my sympathies go out to the distinguished members of this body, who have to listen to the interminable tirades of the Arab delegates, which reflect more than anything else the problems which face Israel in the Middle East and which illustrate in a most revealing manner the difficulties which face us in trying to achieve an accommodation in the area. The issue, in my view, is for how long is the Security Council going to allow itself to be turned into an instrument to solve the internal problems of any given Arab regime at any given time. If it has to be, because no body can bring this mockery to an end, ten why not institute a procedure whereby that standard Arab speech which we all know here by heart, is issued in record form to all delegates so that we are all relived of the obligation to sit and waste our time listening to it here. The council dare not allow itself to become a tool of Arab expediency and it must resist this dangerous process of becoming an accomplice in this shameful and fruitless exercise." In a letter to U.N. Secretary General Kurt Waldheim, Mr. Herzog quoted eleven verses of the biblical book of Genesis, showing that the Hebron shrine was purchased by the Hebrew patriarch Abraham nearly 4,000 years ago. Verses two to four and 13 to 20 form Genesis record that Abraham bought the cave of Machpelah for 400 sheckels of silver as a burial place for his wife, Sarah.
