- Summary: 1. GV:UK Security Council 0.10 2. SV Somali delegate speaks. English 1.42 Sof starts: "The incident....... English Sof ends: ..each day passes". 3. SV: French delegate with hand raised. 1.46 4. GV: other delegates seated. 1.49 5. GV: French delegate speaks. 2.21 HUSSEIN: "The incident was just one part of a systematic plan by France to strengthen and perpetuate French political and strategic interests in the region, regardless of whether or not the territory would accede to independence. France is aware that the international community is opposed to colonial policies either in French Somaliland or elsewhere and methods which are being employed to give expression to these policies. This has been made abundantly clear by the United Nations General Assembly, by the Organisation of African Unity and by the non-aligned movements. Yet, despite appeals by both regional and world bodies, French policies in the territory continue unchanged. Those policies have cost so much bitterness, injustice and suffering that the likelihood of that territory achieving independence in conditions of peace and harmony becomes more remote as each day passes."
