How serious an issue do you think that may become ?" President Yahya: "Well, the question of seriousness does not arise. No constitution in the world, no Act of Parliament in the world, can be passed without the Head of State authenticating it. There's nothing new." Interviewer: "But these people are claiming that this is simply the imposition of one mans' will over the will of a majority of people elected by the people." President Yahya: "Well, the country is being run by one's will There's martial law on the land. And if they make a constitution, I ll pass the sovereignty to them. Until then, one man's will is that - that's true." Interviewer: "Mr. President, has there been any reply from India to the strong protest Note which was delivered ? " President Yahya: "About what ?"
