- Story Text:The Congo-Kinshasa Government today (Wednesday) lifted the state of emergency and restored suspended constitutional rights except in the provinces of Orientale and Kivu, according to reports from Radio Kinshasa. This film, the first received from the area since the revolt by foreign mercenaries and Katangese gendarmes last week, was shot in Rwanda - overlooking part of Kivu province and only a short distance from Bukavu, one of the early trouble spots. President Joseph Mobutu today ordered the ceasefire at Kisangani, capital of Orientale province to be continued - "barring provocation by the aggressors" - the radio said. The fate of many Europeans in Bukavu, Kisangani and Lumumbashi remained uncertain as conflicting reports of atrocities were received. Tonight Congo-Kinshasa Interior Minister Etienne Tshishekedi was reported to have said at Butumbura Airport that there had been incidents of cannibalism - white settlers being the victims. But there has been no confirmation officially of any such acts. Unconfirmed reports from Bukavu and Kisangani have mentioned severe reprisals by Congolese troops on Europeans who were considered in part responsible for the actions of the mercenaries. In Kisangani, the mercenaries still occupy the airport and other key positions. Tomorrow, (Thursday) the International Red Cross plan an operation to evacuate by air European hostages held by the mercenaries at Kisangani. These include women, children and a party of foreign newsmen. On the Rwanda side of the border bridge, which spans the northernmost tip of Lake Tanganyika, guards are posted to check Africans who cross daily on their normal business. But no Europeans are allowed to cross into Kivu Province. Belgian Foreign Minister M. Pierre Harmel told a press conference in Brussels today that he had been informed by Congolese authorities that the ban on all flights into and from the Congo had been lifted. Ethiopian fighter bombers arrived in Kinshasa today to support the Central Government's attempt to restore order and Interpol has been asked to co-operate following the looting of Kisangani banks by mercenaries.
