Summary:The long-awaited peace talks between the USA and North Vietnam opened in Paris on May 13 1968. The first meeting produced no surprise and no progress, merely a statement of policies. The US called for a gradual withdrawal of communist forces in South Vietnam, and the North Vietnamese wanted a total halt to US bombing of North Vietnam. Averell Harriman was the US negotiator and Hanoi's was Xuan Thuy.
