World leaders arrived for the NATO summit in Madrid on Tuesday (May 28) but all eyes were on Turkey, Finland and Sweden as they met to discuss the Nordic countries' membership requests.
Breaking with decades of a policy of neutrality, Finland and Sweden applied for NATO membership in light of Russia's invasion of Ukraine. But they have faced opposition from Turkey over what it says is the Nordic countries' support for militants it views as terrorists, and arms embargoes on Ankara.
Spanish Prime Minister Pedro Sanchez welcomed the U.S., Turkish, Finnish and Swedish leaders to Madrid for a meeting between their countries.
In a news conference after the meeting, U.S. President Joe Biden said, among other topics, the leaders had spoken about how to keep weapons flowing to Ukraine.
Turkish President Tayyip Erdogan had earlier held firm on his stance, saying Turkey wanted results not words to address its concerns, adding he would also push Biden on a "stalled" F-16 fighter jet purchase.
Turkey has held talks with the Nordic countries and NATO to address its concerns and has given Finnish and Swedish officials written demands.
It has said the responses were not satisfactory and that it would block their bids unless its demands are met.
Meanwhile Finland's president Sauli Niinisto said the outcome of the negotiations would be difficult to predict.
