- Story Text: Russian missile strikes killed one civilian and wounded four on Monday (September 12), Kharkiv governor Oleh Synehubov said.
Reuters video showed a dead body under the blanket and then being carried away by the paramedics.
Serhii Bolvinov, the chief of the investigative department at Kharkiv police, said the strike hit local police department, causing fire on the last flour of the building.
Emergency services were on site, putting out a blaze.
Russian strikes have again cut off power and water supplies to Kharkiv, the mayor of Ukraine's second largest city said on Monday.
Earlier, the regional governor said 80 percent of power in the city had been restored following Russian shelling on Sunday, which followed a large Ukrainian counter-offensive to recapture territory in the Kharkiv region.
Moscow, which denies deliberately striking civilian targets, has not commented on the reports.
