- Story Text: Fast moving floodwaters swamped parts of Alameda County in northern California after a powerful weather system called an "atmospheric river" brought heavy rain to the region.
Atmospheric rivers are columns in the atmosphere hundreds of miles long that carry water vapor over oceans from the tropics to more temperate regions.
The system dumped more than 5 inches (13 cm) of rain in San Francisco and at least 4.75 inches ( in county seat Oakland (12 cm).
Across the county, floodwaters shut down roads and submerged neighborhood streets. Local news reported the storm had caused mudslides and sinkholes in highways south of Alameda County.
