Cambodia's leaders awarded medals to departing Vietnamese military officers in Phnom Penh on Tuesday, and lauded Vietnam's 11-year occupation of the country as "humanitarian".
Government officials expressed gratitude to the Vietnamese for "stopping Khmer Rouge massacres" of the Cambodian people. Decorations were presented to the commanders of army, navy and air force units which are due to begin their withdrawal from cambodia on Thursday.
Chea Sim, second-in-command of the Cambodian Communist Party, pinned medals on the Vietnamese, and delivered a speech praising them for ousting the Khmer Rouge dictatorship. President Heng Samrin also officiated at the ceremony.
In his address, Chea Sim warned that Cambodia faces civil war after the Vietnamese troops have withdrawn. He added that the Khmer Rouge, with two other guerrilla factions, wanted to continue the war.
As Cambodian leaders warned of impending civil war, the country's soldiers began training school children in basic combat and weapons skills. The young people, who are not issued weapons, are being taught to aim bamboo poles as substitutes for rifles.
