The new Soviet Ambassador to Kampuchea, Yuri Razdukhov Bostorin, presented his credentials in Phnom Penh to the President, Heng Samrin, on March 20. The ambassador was net by a guard of honour as he arrived at the presidential palace. There has been a new push for a politically-negotiated settlement to the Kampuchean problems of Khmer Rouge insurgents. The recent capture of both Khmer Rouge and Khmer People's National Liberation Front (KPNLF) bases was the climax of the biggest dry-season offensive mounted by Vietnamese forces since they installed Heng Samrin six years ago. Western diplomats have speculated that the Viet-Soviet-Kampuchean alliance may press for a settlement after the military successes. Ambassador Bostorin was previously Soviet Ambassador to Singapore, a member of ASEAN - which has been giving support to the Kampuchean resistance. Heng Samrin has recently visited Moscow to attend the funeral of Konstantin Chernenko.
