M.'POUMA: IN FRENCH) "Taking into account the uncertainty which still surrounds the outcome of these discussions, the producing countries must now consider a replacement solution, in order to protect their interests themselves, in the case further negotiations on an international agreement on cocoa would again end up in the sort of failure we have seen for many years." (SEQ. 6): MR. OSHINIBA: IN ENGLISH) "Important decisions were unanimously taken by the Alliance on a number of basic issues relating to the structure and content of an International Cocoa Agreement with customers. However, whilst hoping that an International Cocoa Agreement between producers and consumers would emerge in the near future, delegates were not unmindful of the checkered course followed by the negotiations over the last twelve years.
