  • Story Text: NATO and Warsaw Pact nations resumed preparatory talks on Monday (14 May) for troop-reduction negotiations, in which a compromise was reached over Hungary's role in the talks.

    A compromise package ending three-and-a-half months of procedural deadlock included a major concession by NATO countries, under which the 19-nation talks will start with Hungary seated only as an observer.

    Western spokesmen insisted this was a stop-gap arrangement and said NATO would continue to press for Hungary's inclusion in eventual troop-reduction agreements covering the critical "confrontation" area of Central Europe.

    The compromise of Hungary was ratified at a brisk first plenary meeting in the long-delayed preparatory talks on mutual and balanced force reductions. The meeting, attended by diplomats from 12 NATO and 7 Warsaw Pact nations, lasted for only nine minutes.

    The preparatory discussions opened in Vienna on 31 January, but stalled after a few days over the Hungarian participation issue.
