Summary:The alliance between North Vietnam and China which existed throughout the Vietnam War had cooled to the point of hostility by 1978. On July 25 1978, the border between the two countries teemed with refugees of Chinese origin fleeing from the North Vietnamese regime. The Hanoi policy of harassment and expulsion of Chinese led, eventually, to open war between the two nations.
