Summary:The US Congress gave President George Bush authorisation on January 12 to wage war in the Gulf as early as January 16 in order to drive Iraq out of Kuwait. Approval came in the closest Senate war vote in US history. It backed the war authority by only five votes, 52-47, while the House of Representatives approved it by a considerably wider margin of 250-183. Political analysts said that the tally reflected the anguish and division amongst Senators.
