Summary:Crowds of pro-independence volunteers in Latvia, fearing a Soviet attempt to seize power in their republic, continued to block roads on January 18 in order to prevent a military assault on government buildings. On January 15 Soviet troops had briefly seized the Latvian police academy in the city, disarmed a local police station and attacked vehicles blocking streets leading to the parliament building.
