Summary:On January 21 Iraq announced that it would use more than twenty captured allied airmen as human shields in retaliation against allied air attacks on Iraqi civilians. US Defense Secretary Dick Cheney warned that Iraq's use of prisoners-of-war as human shields against aerial attack would constitute a war crime. 7 men identified as allied POW's were shown on Iraqi TV on the night of January 20 - three Americans, two British, an Italian and a Kuwaiti.
