Summary:Parties to the Israeli-PLO Accord to transfer most of the occupied West Bank to Palestinian control on September 29 discussed the work of a joint commission to promote economic development, industrial zones, water resources and tourism. Israeli Prime Minister Yitzhak Rabin and PLO President Yasser Arafat signed the Accord in Washington in the presence of US President Bill Clinton, Egyptian President Hosni Mubarak and Jordan's King Hussein. President Mubarak stressed that people of all religions should have access to places of worship in Jerusalem. Israel has not yielded to the Palestinian side's demand for a fully independent Palestinian state, nor has the Jewish state agreed to cede its control of Jerusalem.
