- Summary: Leaders of the 52-nation Commonwealth on November 10 opened a summit that will challenge Nigeria over human rights and try to bridge differences between Britain and other members over French nuclear testing. A traditional Maori challenge by a spear-wielding warrior greeted leaders, including more than 30 prime ministers and presidents, as they entered the Aotea conference centre. Activists from the Greenpeace environmental group draped a huge banner with the words - Major Disgrace - from a nearby office tower, attacking British Prime Minister John Major for refusing to condemn French nuclear tests in the South Pacific. Disagreement between Major and the leaders of Australia and New Zealand, in particular, is a significant issue confronting the leaders. President Nelson Mandela of South Africa is among leaders at the summit, the first since his country returned to the Commonwealth after an absence of more than 30 years.
