Summary:US Air Force and Navy forces on September 12 prepared to strike back at the Iraqi military following an incident on the previous day. On September 11 an Iraqi MiG-25 and a military helicopter defied US warnings and briefly flew into a no-fly zone in southern Iraq but no shots were fired. An Iraqi SAM-6 surface-to-air missile missed US F-16 fighters over northern Iraq. President Bill Clinton said the time for talking had ended - US pilots policing no fly zones over Iraq would be protected. Oil prices soared to their highest level since the Gulf War with the news. In New York, oil analyst, John Lichtblau, predicted that heating and petrol prices would be higher this winter. In Baghdad, the mood was defiant.
