Among the host of music awards, Monte Carlo's are considered by some as the most accurate reflection of international popularity.
Unlike the brit Awards and Grammys, they are decided entirely on record sales rather than by committees from the music industry. They are also divided internationally to ensure artists worldwide receive honours.
Carey, who has just released her new album "Butterfly", was clearly awestruck."This (the awards) is about fans...it's a massive thing, it's hard to get to grasp on that," she told a news conference.Since starting out in 1990, she's sold more than 80 million records, and her last album "Daydream" went straight to the top slot of the Billboard Album chart.
"Honey", the first single from "Butterfly" shot straight to number one in the Billboard single chart.
Monaco's glamour and casinos drew stars such as Boyzone's Ronan Keating and All Saints' Nicola Appleby.
French rap artist Pascal Obispo acknowledged the current renaissance of French music, declaring that popularity of music in his native language was on the rise.Obispo was declared the world's best selling French artist.
True to the international nature of the awards, best selling African singer Wes declared his music crossed language barriers."Music is the language I've got, it's the one language we have together," he said.
Veteran Latin singer Gloria Estefan attended, this time to laud the arrival on the Latin scene of fresh talent Shakira, declared best Latin female singer.Shakira is managed by Estefan's husband Emilio."She's one of the few women in the rock music who writes her own material," Estefan said.
Born in Colombia in 1977, Shakira has written more than 40 songs and ballads. She releases her first album "Magia" in 1991 and her current album "Pies Descalzos" turned platinum the second month after its relase. She made her US debut at a Los Angeles ceremony in February this year.
