- Summary: The United Nations Secretary General, Kofi Annan, has arrived in Argentina as part of his 10-day Latin American tour. UN Secretary General Kofi Annan and Argentine President Carlos Menem signed a $275 million loan deal on July 16 to boost vocational education, a day after the government pegged unemployment at 13. 2 percent. The three-year programme, a follow-up to an earlier $154 million project that put 108,088 poor youths to work, has a goal of creating 180,000 new jobs. Annan, on a 10-day tour of Latin America, signed the deal during his two-day visit to Argentina. About 9,000 vocational courses will be created for general and specific instruction targeting youths. Instruction will range from basic writing and mathematics to specialist training. In 1995, Argentines under the age of 25 made up 44 percent of the unemployed population. In later stages the programme will seek to identify worker skills and support the search for employment.
