- Summary: Japanese Prime Minister-designate Keizo Obuchi told United States Secretary of State Madeleine Albright he was determined to move quickly on a tax cut and new spending to boost Japan's troubled economy. Madeleine Albright, who arrived in Manila on July 26, was the first senior US official to meet Obuchi since he won control of his Liberal Democratic Party. His victory virtually assures his elevation to the hot seat of prime minister. Albright and Obuchi were in the Philippines for the annual meeting of the Association of Southeast Asian Nations (ASEAN). Asia's economic crisis is expected to be a major topic at the meetings. The United States and other nations are increasingly looking to Japan as the world's second largest economy to lead the way to Asia's recovery. For weeks, US officials have publicly pressed Japan for quick action to stimulate the economy with increased spending and tax cuts, with deregulation and reform of the banking system. There was some speculation Obuchi might be backtracking on his campaign promises to stimulate Japan's economy. But US officials said they saw no evidence of that at all. He also met Russian foreign minister Yevgeniy Primatov, South Korean foreign minister Park Chung Soo and visited Philippine President Joseph Estrada in his house in San Juan Manila. Albright was greeted by leftist groups with a protest rally in front of the Manila Hotel. The protesters said they would never allow the United States to send their military forces in the Philippines again. Albright met Philippine foreign minister Domingo Siazon to discuss the renewal of the Visiting Forces Agreement between the Philippines and the United States.
