On September 22 General Abdulsalami Abubakar was in London for talks at the start of a tour to seal an improvement in ties between western countries and Nigeria, for long a pariah state because of its human rights record under military dictator Sani Abacha. Abubakar took over after Abacha died in June and almost immediately freed hundreds of political prisoners and set in motion plans to bring about a long-promised return to democracy. Blair's spokesman stressed the talks were an important milestone in Nigeria's international rehabilitation.
