Castro, a traditional focus of media attention at the gatherings, was amongst the first heads of state to arrive. The economic stability of Latin American countries, many of which have histories of high inflation and budgetary problems, is key to efforts to contain an international financial crisis which has spread from Asia to Russian and threatens to engulf all developing economies. Moves towards closer Ibero-American ties were due to be reinforced in an accord to set up a special secretariat for co-operation, although no decision was expected on where it should be based.
