- Story Text: The former United States President Jimmy Carter arrived in the Yugoslav capital Belgrade on Tuesday (December 20) to brief the Yugoslav President Slobodan Milosevic on his peace plan for Bosnia.
Milosevic said after meeting Carter that many observers were tempted to ridicule his initiative -- undertaken at the Bosnian Serbs' invitation -- but that it appeared to carry the influential weight of the U.S. government.
"There were many different comments about Mr Carter's visit, some very negative, others restrainedly positive," said Milosevic.
"Most important is the fact that (Mr) Carter's presence here is not to judged by (its) private character.
"His presence undoubtedly expresses the commitment to peace of America and its President Clinton. This commitment deserves our full support and Serbia, will as it has so far, try to make its full contribution to peace," he told reporters.
Jimmy Carter said, "My hope is that we can soon have a ceasefire, the total disengagement of military forces, good faith negotiations under the proposals of the contact group plan, the honouring of human rights, the release of prisoners, all these things have been promised by both sides in the last few hours.
"My own hope is that as soon as this is demonstrated clearly that there would be full reason for the Security Council to lift the economic sanctions (on rump Yugoslavia) which I believe are punishing all the people," Carter said.
Earlier in the day Jimmy Carter said he had persuaded Bosnian Moslems and Serbs to begin a ceasefire within 72 hours while they try to negotiate an end to the war in Bosnia by January 1.
The former American president, invited by Bosnian Serbs to end the deadlock in peace efforts, said U.N. peacekeepers would monitor the ceasefire under a deal which guaranteed the free movement of aid to civilians.
