  • Story Text: Ghana's Transport and Communications Commissioner, Major Anthony Selormey, called for the setting up of a Pan African Airline when he opened the Second Plenary Session of the African Civil Aviation Commission in Accra on Tuesday (April 3).

    He told delegates from 23 African states that the Organisation of African Unity, in its second decade, should give priority to establishing an airline which all the countries of Africa would operate.

    This would be accompanied by the setting up of continental civil aeronautics authorities to unify air service agreements within the continent. The authorities would also standardise licensing procedures, accident investigation techniques, radio communications, navigation aids and ground telecommunication equipment.

    Major Selormey also called for the isolation of South Africa in the field of aviation. He said, Ghana found it intolerable that African countries were required to provide facilities for South African aircraft, and for aircraft going to and from that country. To assist in the promotion of the South African economy was contrary to the aspirations of the African people.

    Major Selormey said, "I must insist therefore that this Commission focuses its attention on the isolation of South Africa in the field of aviation."
    The President of the Commission, Mr. Edward Dwemoh, the Director of Ghana's Civil Aviation department, told the conference there had to be some from of co-operation and integration between African airlines. State airlines which were "going it alone" had great problems and faced a gloomy future.

    The two week conference is also being attended by observers from eleven international bodies, including the International Civil Aviation Organisation, the Air Transport Association, the Organisation of African Unity and the African Development Bank.

    SYNOPSIS: The Second Plenary Session of the African Civil Aviation Commission opened on Tuesday at the State House in Accra, capital of Ghana. Major Anthony Selormey, Ghana's Commissioner for Transport and Communications opened the conference and called for the setting-up of a Pan-African airline.

    Delegates came to Accra from twenty-three African countries for the two-week conference... and there were observers from eleven international bodies.

    In his opening address, Major Selormey said the Organisation of African Unity, in its second decade, should give priority to setting up the Pan-African airline - which all African states would operate.

    Civil aviation authorities would also be established to standardise such things as air agreements, licensing procedures, accident investigation techniques and navigation aids. Major Selormey also called for the isolation of South Africa in the field of aviation.

    The Commission President, Mr. Edward Dwemoh, said African airlines should be merged. State airlines which were going it alone had great problems and faced a gloomy future.
