El Cemfa (Centro De Entrenameinto Militar De La Fuerza Armada) is perhaps the top military training facility in El Salvador. Soldiers from throughout the country are sent to El CEMFA to receive professional, technical and military training. The commander in charge of El CEMFA is Colonel Carlos Rivas. The base is located about one kilometre (less than half a mile) from the gulf of Fonseca in La Union where Nicaragua, Honduras and El Salvador meet. Because the flow of arms to the Salvadoran rebels is believed to come through the area, the Salvadoran military has increased its patrols on the ground and at sea. In particular, the Salvadoran marines have increased their presence in the gulf in an attempt to stop the flow of arms.
