- Story Text: INTRO: The Philippines and Britain have agreed on three historic joint measures to crack down on foreign nationals who travel to the Southeast Asian nation to have sex with children.
-------------------------------------------------------------------- Visiting British Foreign Secretary Robin Cook said in Manila on Saturday (August 30) that the sexual abuse of children is an unforgiveable crime and the British government is determined that there must not be a tourist trade in the exploitation of children.
The United Nations estimates that there are 60,000 child prostitutes in the Philippines, where there are considerable levels of incest and sexual abuse in certain communities with families selling their children into the sex trade.
Two of the three foreigners convicted of child sex abuse in the Philippines have been British, although local officials say most foreign paedophiles come from Australia and Japan - some on specially organised sex tours.
Philippine officials say that they have had some success in stemming the trade over the last 18 months since they started a policy of prosecuting foreign paedophiles rather than merely deporting them.
Under a joint agreement reached by Britain and the Philippines, police forces from both countries will increase cooperation and the exchange of intelligence on known and suspected paedophiles.
Robin Cook signed a joint memorandum with PhilippinesForeign Secretary Domingo Siazon on combating child abuse after visiting a centre for abandoned and abused children in central Manila.
Cook, in Southeast Asia to improve bilateral ties and stress the importance of human rights, said he was delighted that he and Siazon had agreed on a fundamental set of rights.
Cook's message did not go down well in Malaysia where it was asserted that each nation has the right to solve its own problems.
And during a meeting in Indonesia on Friday (August 29) Cook offered Jakarta assistance in improving its human rights records with Indonesia responding by insisting that human rights must not be linked in any way to trade or aid.
