- Story Text: A top U.S. envoy John Bolton is holding arms talks in
Moscow, continuing a diplomatic march at forced pace toward a
showdown over missile defence.
Under-Secretary of State John Bolton was the third
senior U.S. security official to visit Russia since Presidents
George W. Bush and Vladimir Putin agreed at a summit in Italy
last month to hold the new consultations.
Bolton met Russian arms negotiator Georgy Mamedov, a
deputy foreign minister on Tuesday (August 20).
Washington wants to persuade Moscow to agree to reject a
1972 arms treaty that bans a missile defence shield which Bush
wants to build.
Russia has not budged from its opposition to the shield
and is also seeking a commitment to reductions in both sides'
nuclear stockpiles, with the right to verify the cuts,
something Washington opposes.
The latest statements from both sides have been less
optimistic about the prospects for a quick deal.
