- Story Text: The International Monetary Fund has said it was
optimistic that a deal on economic reforms with Indonesia would
be struck, but denied a minister's remarks that agreement
would be reached by Thursday.
Anoop Singh, IMF Asia-Pacific deputy director, led a
mission into Jakarta late on Sunday (August 19) aimed at
reviving a 5 billion U.S. dollar programme and will meet
Indonesia's new economics team.
The two sides are expected to agree on a pact largely
based on draft reforms drawn up under the previous government.
Frustrated with that government's lagging reforms, the IMF
halted new loans last December but has already praised the new
economics team's focus on reviving the economy, prompting
analysts to see few obstacles in the way of an agreement.
The mood remained optimistic as the two sides went into
their first meeting on Monday (August 20).
"We are talking about the program. We'll need to find out,
we haven't met the new team yet, so we're looking forward to
that. We're going to find that all right now," Sing said upon
his arrival at the Indonesian finance ministry.
Vital to showing investors that Indonesia's economic
restructuring is moving ahead, the letter of intent covering
fresh reforms must also be in place before official creditors
under the Paris Club can reschedule part of 5.8 billion U.S.
dollars in debt.
"We have to have an agreement (about the letter of intent)
before the Paris club.There should be because we have to make
an agreement, that's why there coming here. (reporter asking:
"are you optimistic?") I think so, I'm very optimistic because
the mood now is very good," said Laksamana Sukardi, Indonesian
state enterprises minister.
"Well, in the short term, I don't know, this is my
personal viewpoint, I cannot represent my colleagues, but we
have to concentrate on executing the existing agreement in the
short term. (reporter asking: "so you can't say for sure
whether there will be changes to the draft that was agreed by
the previous cabinet?") If there is change, they will be minor
changes, I think," said Laksamana Sukardi.
The meetings are scheduled for one week and will cover a
wide range of topics.
"I told you, we'll meet on the budget tomorrow... We'll
meet on the privatisation issue Wednesday," said Singh after
the initial meeting.
Signing a fresh pact of reforms would open the way for the
IMF to release a 400 million U.S. dollar loan from the 5
billion U.S. dollar programme.
The IMF's executive board is expected to meet in early
September to discuss the 400 million U.S. dollar loan.
