- Story Text: Indonesia and Aceh rebels to sign a truce and end a
conflict which has cost 12,000 lives.
Indonesia and Aceh rebels will sign a truce on
Aug. 15 after agreeing on Sunday a formula for ending the
30-year-old conflict that has cost 12,000 lives in the
province devastated by last December's tsunami.
Jakarta and the Free Aceh Movement (GAM) initialled a
deal on how to disarm the guerrillas, withdraw Indonesian
troops, monitor a ceasefire and reintegrate the rebels
socially and politically. It will be formally signed in
Helsinki next month.
GAM said they had taken a chance on the deal with
Jakarta "because we want to give the people of Aceh a
chance to rebuild after the devastating tsunami and to
provide them with the opportunity to determine their own
internal affairs".
After five months of negotiations, former Finnish
President Martti Ahtisaari announced a draft Memorandum of
Understanding to help end the conflict.
"The Memorandum of Understanding covers the following topics:
Governing of Aceh, including a law on the governing
of Aceh, political participation, economy, and rule of law.
The main chapter is on human rights, on amnesty and
reintegration into society, security arrangements,
establishment of the Aceh Monitoring Mission, and dispute
settlement," Ahtisaari said.
One of the last points in the talks was the issue of
GAM and the people of Aceh having the right to form
political parties.
"We reached an agreement that was satisfying and we can
leave with it on how we can give all the democratic rights
to any citizen of Indonesia including of course, GAM in
former Aceh," said Indonesia Communications Minister Sofyan
Djalil.
The exact details of the MOU will only to be revealed
on the day of the signing.
GAM said they had taken a chance on the deal with
Jakarta.
"Today even Susilo Bambang Yudhoyono ratified the peace
agreement. This is a signal of genuine intentions from the
Indonesian government of finding a sustainable political
solution for the long running conflict in Aceh," said GAM
spokesman Bakhtiar Abdullah in Helsinki.
The tsunami that left 170,000 Indonesians dead or
missing prompted both sides to return to talks. Success
looked possible after GAM agreed in February to drop
demands for independence.
