- Story Text: Floods throughout Luzon, main island of the Philippines, had killed over 400 people by Wednesday (August 9). The three-week-old floods, worst in the Islands' history, ravaged almost the entire main island and left hundreds of thousands homeless on the plains north of Manila, capital of the Philippines.
A massive relief operation had been mounted, meanwhile, to take food supplies by rail and air to starving refugees--and troops were taking part in an intensive clamp on looting as lawlessness threatened to take over several areas of Luzon.
The flooding, caused by two typhoons, was expected to put back the Philippines economic growth rate by at least two years, according to economic reports.
