"I think realistically if we don't get the sort of response that we need from OPEC, and if demand growth remains anywhere near as robust as the International Energy Agency thinks -- and they're much more optimistic than we are, we think things will slow down quite dramatically -- but if they don't, then we could well see prices above 90 dollars a barrel over the winter, and with any sort of disruption or any substantial increase in the fears of a supply disruption, then a 100 dollar a barrel oil can't be ruled out. REPORTER: "Lunchtime on a Friday in South Africa, and there's a rush of customers to every petrol station. It's their last chance to buy petrol for 2« days. For, even since the first big oil crisis, the South Africa government has maintained two of its favourite fuel-saving devices: an overall speed limit of 56 miles per hour, and a ban on petrol sales between midday on Friday and seven on Monday mornings. Roads, which would otherwise be packed with people who take pleasure from the sunny climate, and attach much importance to sport and the outdoor life, are quiet. But, even if South Africa, like most of the West, feels keenly its dependence on Arab oil, it's acutely aware of its greatest asset: coal. Huge areas of the country are sitting on rich coal deposits, which lie just below the surface. It's cheap...cheaper still with black African labour, and, for more than 20 years, the South Africans have been making petrol from it.
Much of the process is a well-kept secret, and so are the marketing figures. But many petrols stations, by agreement with the government, sell the coal-produced petrol at their pumps; there is no difference in price, and apparently no difference in price in quality from conventionally-distilled petrol, and the government hopes to increase its production tenfold in the next few years. The present production plant uses German and American processes, for which a South African company bough the rights before the last war. The government took over the rights in 1950 and coordinated output with coal production. The plant, Sasol 1, standing among the coalfields of Orange Free State, and consuming two million tons of coal a year, produces not only petrol but by-products like plastics, solvents, synthetic rubber, detergents, weedkiller and fertilisers. The town built beside it, to house its 24,000 white work force - the blacks live in less salubrious townships outside it - is called Sasolburg. And even the number plates issued by the local vehicle licensing authority carry the magic word 'Oil'. But all this is small fry compared with a new plant Sasol Two, now in construction and designed to produce 17 million metric tons of petrol a year."
