SOUNDBITE (English) RICE SAYING: "Obviously we have concerns, and have made it clear, about internal developments in Russia at this point, that it is important that Russia make clear to the world that it is intent on strengthening the rule of law, strengthening the role of an independent judiciary, permitting a free and independent press to flourish. These are all the basics of democracy, and it is no secret that we have had concerns about the development in Russia. We will continue to talk to the Russians about it because we really do believe a more democratic foundation in Russia, as Russia makes a transition from a totalitarian state to a democratic state, that a firmer foundation that will indeed strengthen and underscore and put real further substance into a deepening relationship with the democracies of Europe, and indeed the United States." 1.08 3. I would just like to highlight Poland's role in continuing to promote democracy. Its helping with the Ukrainians, its helping with the Iraqis' its helping with the Afghans is enormously important. It is also clear that, as the Palestinian-Israeli process moves forward, we are hopeful that Poland, as a country that has good relations with both parties, will be able to play a constructive role helping with in capacity building of the new Palestinian state in that area and we talked about some possibilities there." 4.15 7. SOUNDBITE (English) RICE SAYING: "I had the opportunity when I was with the foreign minister to say this but I would like to say it in the presence of the prime minister as well. The tremendous contribution that Poland made to the Iraq we see emerging, the tremendous gratitude that we have for the Iraqi people with what they did in facing down terrorism, but it would not have been possible without the contribution, not just of the American armed forces, but of the Polish armed forces. I know, prime minister, that Poland has suffered losses and I'd just like to say, particularly to the families of the fallen, but also to the Polish people, that the action and effort on behalf of democracy and freedom is greatly appreciated." 5.13 9.
