We had the soldiers in the region, we were going to protect the refugees, the Albanians to ensure that they were not ethnically cleansed. In the end they were and we're going to see if we can get them back and quite a lot of us are defining success as that only we can be successful or claim success if we can get these people back in security with their political and human rights protected, so even in Kosovo the jury is still out." 2.09 9. The Albaninans and the Macedonians who gave assistance are all hoping that there will be a sort of Marshall Plan for Southeastern Europe to rebuild the infrastructure to bring them more or less to the level of Western Europe, not quite but I think that we shouldn't focus on bricks and mortar we should also try and build the institutions, strengthen their human rights mechanism and the rule of law." 3.04 11.
