It was unworthy of the U.S. to fail to provide material and moral support to the South Vietnamese, after the Paris agreement that permitted the reduction of our own forces. I think that this process of amendment is one we all find describing, it is not surprising in the historic sense armies that had been defeated before, have tended frequently to come apart.......in retreat armies have a tendency to degenerate, a retrograde operation of the sort ordered by Present ???hieu, a few weeks ago, is of course the most difficult operation to be carried out even by seasoned, disciplined troops that are well led.
