Now that Mozambique is going to be free, now that the situation in the Portuguese territories is radically changed it is clear that the main supporter of Smith will be South africa. It is also clear to us that although the United Kingdom Government is the administration in Rhodesia the de facto authority in Rhodesia remains South Africa by virtue of the support that South Africa gives to the Rhodesian regime. So I think that the attitude of Mr. Vorster to the Smith regime is very very vital in the solution of the Rhodesian problem. I am referring here now to the type of goings that are going on now. I shall go farther. as to the motivations of Vorster, I am sure of one thing that his motivations are certainly based on South Africa's interests, I cannot go on defining South Africa's interest but I can go on saying that in so far as we are concerned, and so far as the OAU is concerned, because as far as we are concerned we are guided by the decisions of the OAU, and at the OAU meeting in Dar Es Salaam the declaration made it very clear that peaceful avenues were possible, that if it was possible to negotiate a settlement in Rhodesia then every effort would be made and every encouragement to the African National Council of Zimbabwe which is the sole and authenticated representative to negotiate. But if these avenues were blocked there would be an intensification of the armed struggle in Rhodesia with all the necessary consequences."
