CU Israeli Ambassador to U.N. general Herzog speaking. 1.39 SHERER: "So far as the question of hearing the views of embers of the Palestine Liberation Organisation is concerned, the views of my government are well known. Briefly put, we have no objection whatsoever, to hearing, Palestinian views. But we continue to oppose the gratuitous departure from the council's rules". CHAIRMAN: "In view of the comments just made concerning the proposal over the Palestine Liberation Organisation being invited to participate in this debate, on the same basis as previous occasions, I now put that proposal to the vote. Will those in favour of the proposal, please raise their hands...... Those opposed...Abstentions. The proposal received 11 votes in favour, one against and three abstentions. Accordingly, the proposal has been adopted". HERZOG: "We wish to protest publicly at the inhumanity of the United Nations as reflected in its callous attitude to the lebanese tragedy, while endeavouring to divert attention, by engaging in a fruitless barren polemic against Israel, instead of encouraging face to face negotiations between the countries involved, to solve the Middle East problems." Both Israel and the United States have previously clashed several times with other U.N. member states on the procedure for admitting the Palestine Liberation Organisation to U.N. debates. According to Reuters, the Israeli delegation were particularly angry at the latest moves over U.N. concern on the admission of the P.L.O. Israeli Ambassador the U.N. General Chaim Herzog told journalists that he regarded U.N. conduct over the Lebanese crisis as reprehensible.
