So these new groups of workers coming on to the site have appeared to be more volatile than the ones with whom we've been working with for the last five and a half months and they have slowed down and interrupted their work. They have apparently cut wires and blocked........pipes and so on in order to create inconvenience. This appears to be a means of protest against an extension of the decree which takes the place of a collective bargaining agreement which was not achieved the last time that the construction industry was in negotiation. There are about 1,200 people in those two groups, but I'm hardly suggesting that all 1,200 are involved in this kind of negative action, on the contrary, we would rather think that it's a small minority."
