Whether individuals slow down to 50 miles an hour, we don't have the ability to compel him to do so. There may be of course speed limits in some states which have been changed, but generally speaking it's a voluntary action on the part of the people. Lowering the thermostat is a voluntary action on the part of the people. And to me, what is the most exciting and encouraging part of the energy report that we received yesterday and Mr. Simon will capsule for you today, is that co-operation of millions of Americans has begun to pay off in saving energy. For example, the demand for gasoline last week was fifteen per cent less than we had anticipated, and a great part in the reduction of that demand is due to the co-operation we have received, the voluntary co-operation, from individual Americans all across this country. If that co-operation continues, it means that together with the government action that we will be taking, the co-operation of industry and labour, the other institutions I have mentioned, that we are going to be able to deal with this problem in a way that is effective.
