The Soviet Union not only accepted that proposal but in a discussion specifically between Ambassador Dobrynin and the Secretary of State, the Soviet Union made it very clear that it accepted the principle of the stand-still meaning specifically that neither side would utilise the cease-fire to try and improve its position militarily. I think this is quite clear and we do not accept the Soviet contention that it is not responsible. Who in the world will really believe that particular argument with the Soviet Union having thousands of its own personnel in the U.A.R., in an operational capacity? With the Soviet Union being the principal supplier of missile equipment, I don't think this particular Soviet argument will get very far.
